Write some software

I need you to develop some software for me. I would like this software to be developed for Windows . Hello.

I would like to see if you can create a twitter page monitor as in whenever a page changes it would tweet out the link.

Specifically I would like it to monitor pages for products such as shoes and clothes and whenever there is a restock/ change to the page a program will automatically tweet the link to the change.
