android webview app - complex

need good android developer to do this app coz app will have lot of upgrades and he need to add new features from time to time so what app i need: 1. on app start app first check this json file "[login to view URL]" [login to view URL] and save(cache) all files from "cache": "...[login to view URL]" ([login to view URL]). So app save the version number, so next time app start it check if the version number is same app will not download again files, if version number is bigger then app delete all downloaded files and download them again. 2. what user will see is webview(iframe) of this link [login to view URL] [login to view URL] - webview should open my page and also there should work(javascript/jquery scripts), - i will use COOKIES so they need to be enabled on the app 3. i need a way to access local files that are cached on app from part1 example i need to access [login to view URL] that is already cached, so can i go in my website [login to view URL] and add this : <img src="file:\\[login to view URL]" /> {no need to be file:\\ it can be whatever, just tell me a way to access local files} 4. in webview i need a way that i can open links in external browser, - maybe u can add something like this, if link is external://[login to view URL] it means app will open [login to view URL] in external browser or if link is [login to view URL] then app know that need to open this link in external browser not inside a webview and then remove TYPE=external when opening link 4.1 same logic need to for sharing links, so if inside webview is a link that start with share://[login to view URL] or [login to view URL] it means when user click that link app will not open it inside webview but it will show options to share it. 4.2 there can be other things based on same logic 5. webview should support upload images if i have image upload form in my site 6. app need to be protected so if someone decompile he cant see the url (maybe to encrypt or make something to url of webview ) [login to view URL] no network app will show a message and to show link of webview or maybe redirect to local file that i will provide to u .
