211355 Classify Addresses By Location

I have an MS SQL database (can output to an Excel spreadsheet, if necessary) with 15,000 addresses (city, state and zip code) in the United States. I need some way to determine the number of people closest to each metropolitan area ([url removed, login to view]). For example, I need to know how many people are within 40 miles of Seattle, Los Angeles, Atlanta, New York City, Boston, etc. You will need to find a list of all metropolitan cities in the US and do the calculation from there.

I have websites in ASP Classic with SQL Server 2000, so you can build the site in that technology and connect directly into my table or I can output the addresses (zip codes) to you in Excel that you can import into another technology (say upload it to a website, read from Excel, then do calcs in PHP). In any case, the technology needs to be able to handle update to miles from metro area (say, change 40 miles to 50 miles), and ability to upload new Excel spreadsheet (if not using ASP Classic). If you use PHP or similar, I need to find an inexpensive host to run the pages on.

I have plenty more work for a programmer that can work quick, accurately and has good communication. Thanks for bidding. I hope to have this project assigned today or Monday and completed this week!
