SIP Program (Really simple) Create, edit, delete users & each user has one-more parameter named URL. when call inbound to user the program knows send GET request with callerid to specific assigned user's URL. GUI is not required, you can make it with NodeJS or C# or whatever. it should be SIP server for anything. (the program)

Sounds simple enough if I've understood correctly. If it's Okay I'd like to use direct file IO instead of using an intermediate database layer. The rest is simple enough. I code in c/c++. I suppose, it should be an "extension"/application over some deployed SIP server (i.e. Kamailio, Asterisk, OverSIP, etc) ? Otherwise, from my point of view implementing SIP server from scratch - is quite tricky, and will be much more expensive.
