Able commerce developer required

We wish to keep our current designed (at full screen) the same for R10. The person that I select for this project must be able to install Ablecommerce on a development server or their local host. Ablecommerce is a .net application and compatible with MS SQL. I need the theme to emulate the exact layout of the current website, but when a tablet or mobile user visits the responsive them must be activated.
