C # expert to create an import script from excel to SQL Server

I need a C # script to import two excel spreadsheets (Template 1 and Template 2 attached) into an Azure SQL Server. This script should do the same as the OPENROWSET command does. All rows and columns must be imported without any processing. There will be two milestone payments. Half when the script is delivered and half at the end of the validation, if all the tests run successfully, including performance. A simple form windows should be built as ”Form 1” file to run the script. Attention points: • The import should last less than 30 seconds on a standard internet connection (5MB), both for physical or temporary tables • The first column of the tables must be an identity (int, 1,1) • Destination tables must have always 12 columns. If the row of the worksheet does not have 12 columns, the remaining columns of the table must be null • Some columns in the spreadsheet are displayed differently than their content, such as column “C376” of file “Template 1”, where the displayed value is "135: 06: 00" and the formula bar is "05/01/1900 15:06: 00 ". The value that should be imported into SQL Server is "135: 06: 00"
