The project description sounds as though you are in need of a site selection and suitability analysis. I have extensive experience in this area (and examples of this type of work in my portfolio.) Are you looking to create static maps of a specific location or are you looking to create a dynamic mapping tool that may be used continuously or in real-time (this will impact the type of software best suited to the task)? The former seems more in line with the current project description. I am able to complete this type of site/location suitability analysis work, however some more information concerning the availability of GIS data such as parcel information (typically from a property appraising agency), etc. will be required. Am a GIS Expert who is well conversant with GIS software such as ARCGIS, QGIS. Global mapper and Google Earth. The task advertised can be done on time using QGIS and ARCGIS. Upon obtaining the required data, the data is loaded on QGIS from which a heatmap map is created. Using data processing tools, the optimal and worst place to install the towers can be shown on the map. This can then be exported to Google Earth. The conditions required for setting up an antenna information shall be required from the employer. I have Masters in GIS and have previously worked on a similar project: Optimal areas to put up banks and optimal route for garbage delivery in Nairobi.
