Hi, I made a quick review on your inputs, as I can see that you need Topographical maps containing contour elevations. I have vast experience in handling similar kind of projects and I'm going to use AUTODESK CIVIL3D or AutoCAD for this project. FYI, I personally prefer CIVIL3D instead of Autocad for this project.
