I understand you want to have following points implemented:
-Fields for manual data entry of 17 utility meters (two fields each; beginning kwh and ending kwh)
-Field for manual entry of monthly utility bill total; one field
-Field for billing dates (two fields; from-to)
-Fields for (3) unique tenant names and identifier (6 fields total)
-Simple algorithms (add/subtract) to calculate total energy consumption for 3 tenants (aggregate some meter totals together, disaggregate others based on square footage)
-Create 3 unique tabs which will export consumption (kwh) and cost total in $USD for report of tenant energy consumption. Report to include tenant name, one field for unique identifier, reporting dates (from-to), energy consumed (kwh) and total dollar amount.
