Improvement of an existing Excel File - Employee Competence Matrix

The existing file is an matrix, which shows employee competences. The main goal of the file is to compare the neceessary competence per job place and job holder with the existing competence level. The output should show, where we have to improve competences of jobholders. Target of the new version should be, to have all departments & employees in one sheet, not like now on different sheet. Furthermore the difference calculation between Minimal-Competences and is-competences should be as well in the same sheet. Controller-sheets are allowed, for example where to enter the different departements, job positions and names. Good ideas are welcome
