New Flash Game for Android platform needs development

I have already come up with the specifications for the game. I need someone with a current knowledge of high crime areas in 15 major U.S. cities, the knowledge to program live action games with live communication through the game itself, and the ability to work as fast as possible. I would like this game created in flash for the android platform and I want all of the fla files associated with the game. On completion the developer retains no intellectual, artistic, or actual control or ownership of the game. It is solely the property of the company for which the game is being designed and you will be asked to physically sign and fax back a non-disclosure agreement. This project is only for those with a verified identity. No companies need apply. Sorry no one from Asia or Africa need apply either unless you and a verifiable government issued id and documents supporting it. Job will be paid through freelancer and time tracker will be required.

Test-- in order to be considered for this game please create a short interactive flash video of the following basketball play- no the game isn't a basketball but it will give me a chance to look at your actual skills. Please dont send records, images or anything about things that you have done in the past, not really interested. I want to see how you work with the images that I give you and yes they are just random images off the net. Serious inquires only. Again NO COMPANIES. I will be looking at everything in the video and comparing. the background is just as important as the action. I would like to award this project by Friday May 17, COB est. If you need more game stats dont hesitate to ask. The sample game will not be used for anything but a sample and after I review it you may keep it and do with it, want you want. if you would like to use a different programming language, no problem, but it has to be 3d, interactive and have live communication abilities. Realistic looking as possible, nothing cartooney.

Don't worry about the working knowledge of the high crime areas of the U.S. I have already gotten the stats that I needed for that portion of the project and have selected the specific 15 cities for the game.
