Development of the lotto picker program

I currently have a program that was written in very outdated code and stuck on an outdated laptop

This program generates all the possible combinations of the U.K. national lottery ( 6 nos out of

1- 59 win the jackpot)

With certain parameters that I specify, I can reduce the the number of combinations that I want generated, for instance, I can specify that I only want combinations that have the no 4 in it

Requirement

I want to rebuild this program with modern and current code, with flexibility to easily upgrade the program and also the flexibility to install in on various laptops and even on tablets and smartphones maybe from a central local home server or even on a cloud server
