Design a simple one page graphical poster

The project call for the design of a simple one page poster that will be printed. Will require PDF file on completion.
I do not expect to spend more than $50.
Objective:
The objective is to create a poster to hang in front of a Chinese restaurant that specialize in a type of food called "Hot Pot".
Design Choices:
No pictures please, use only vector graphic and abstract designs.
Logo will NOT appear in the poster.
Color Sceheme:
Red, black, yellow

Poster Size
The poster will be printed on a normal piece of paper and should cover the entire page, specifically the paper will be the North America A4 (legal) paper that is 8.5 inch by 11 inch (about 21.5 cm by 28 cm). The paper is borderless and you do not have to worry about print edge.
