Build me a website

This is a fresh and have to start from scratch. The website will have two separate login for two separate users example User type A and User type B. In both the user stories there will be online payment option available using instamojo gateway. Online chatting integration between user A and B should be there. Upload of documents from both the users should be present. All the transaction that user type A and B made should be listed in history for all the individual user type. Chatting should be saved. For user A there will have a global upload option available in which they will upload some photos and description and it should be visible in the website globally and not require any signup/login for any user. After visiting the advertise visitors should be able to contact with the publisher through phone number or by chatting , here User type A is the publisher. All the signUp should be maintained in database. Forget username and password should be there for all the user types. Whatever documents User type B uploads should be cross checked by the respective User type A which is assigned for the respective user type B . As an example there may be of 10 members or 5 members under user type A1 and may be 2 members under user type A2 or in some case there may not be anyone for user type A3. Domain email facilities should be integrated as a support option. And at last the website gonna live. Apart from this very few website requirement , i am looking to someone who can build this website remotely using anydesk software or team viewer. Someone from Chennai would be very good to take up this project. The one who is taking the project should finish the website within 10/13 days. Thanks a much for going through.
