Create Optin-Monster Clone, Web Frontend Development using Vue.js

I am looking for an experienced developer to create an exit intent pop up platform such as optinmonster/wisepops/privy etc. Will need to be able to create custom pop ups for clients with drag and drop features and install on their sites'. Please estimate your cost, how long you expect to create this software and how you plan on creating the platform. I have attached a video as an example of the drag and drop features. We are looking for a web frontend developer to create a responsive user role page based on the design attached. Check the design and propose with your estimation. We need the page created by Sat. I will prefer a developer who has an experience in AWS cognito.
