Need a basic game.

I need a very basic website built where users can register with bare minimum information and then a button that says Play Games. The game that needs to be built is a basic racing game with 2d graphics nothing fancy. When they click Play Games it needs to go to a page where a list of games are. (This is for future games that will be added). Once they select their game to play it needs to go to the games page. On the actual games page they need to be able to challenge other player with two options (1)Play for fun (2) Wager $xx. They also need to be able to join an existing game if there is one created. Once all the players are connected to the race screen it needs to count down form 3 , 2 , 1 , Go! There needs to be a max bet amount of .25 cents. There needs to be a max laps of 15 and a minimum laps of 2. Once the race is completed the winnings need to be added to the users funds. Make it basic, No styling, just need the hard code.
