Setup Old Web PHP Newspaper Publication to work and mobile ready too

Make site secure. Secure certificate. Anyone can sign up and write submit an article. Maximum 1 article per week. Each article can have 1 picture. Images must be less than 5 megabytes for upload. User is responsible for marketing their own link. If user gets article to have over 1,000 unique views, automatically add article to featured. Articles that are submitted will only be featured on website by the editor. Use [login to view URL] as classifieds section Any user can sell an time in classifieds. You are required to display your email. Add Google Analytics to the site All images with less than 1000 unqiue views will be automatically deleted after 1 year. The article text can be kept on the server. Writers Send out email for a call for articles Send out email for a call for art. Sections Trending, Arts, Entertainment, Politics, Opinion, Sports All other articles go in Other Section Developer only to bid. No project managers. Budget $75-200.
