Website development - design help needed

My team is looking to hire a website developer to help create the main portal for a visual design blog. If this milestone is completed well, there will be more work to flesh out the full blog. Deciding on who to work with - key performance indicators: • Ease of navigation - explained later in the "Look and Feel" section below • Aesthetics - requirements for visually stunning design but still need to keep the site elegant and uncluttered • Functionality / Mobile Friendly? Look & Feel: The basic look and feel is described in attachment – Project Freelance Process Flow.rtf. Thumbnails tags, description, citation and comments fields should be searchable via keyword search field on top right of page. East/West and North/South navigation fields should enable user to scroll through thumbnails like Cover Flow style navigation. Designer should design so my team can upload content easily for thumbnails and other fields.
