"Animated" basic character to display help text on html5 page

Hi James, Thank you for the opportunity We have HTML pages (created from asp.net Razor Pages) designed to provide educational feedback to users with certain HTML tag markers within them, so when the user hovers their mouse over them we show a bootstrap styled "tooltip". The header and "tooltip" text is all contained within HTML tags. We are looking for someone to create universal javascript/CSS so that if those tags are spotted within a page, the animated character will move (walk) over to them and display the text in a speech bubble. There may be a requirement for a <-- Previous / --> Next buttons to overlay the page to move the character around. The character would possibly look something like the attached (rights are with the iStockPhoto/original artist for that image). Looking forward to discussing in detail Thanks Mirth
