Develop a web application and web service - .net or Java -- 2

This project is to select a candidate for my upcoming project. This could be considered as Phase 1 of the project. I need someone to develop a web application and web service. The web service will be consumed by the web application and mobile application. The web application should be compatible for mobile device also(responsive). Requirement as follows: Restful Webservice/API 1. Signin - Accepts email address and password 2. Registration - Accepts firstname, last name, email address and password. Need to send a verification email to confirm the email address 3. Reset Password - Accepts registered email address. After validation, an email with reset link will be sent to registered email address Web Application 1. Landing page - With ‘Sign In’ and ‘Sign Up’ option 2. Sign Up page - User should be able to register using firstname, last name, email address and password. 3. Sign In page - User should be able to login by entering email address and password 4. Dashboard - Once login is success, the user will be taken to a dashboard page. Before starting the project, I will need to review the technical design specification which details about the programming languages, database design, etc. Planning to use AWS or Azure for webservice hosting. Web Application and Web service will be deployed in different servers. So this needs to be kept in mind during technical design.
