PhoneGap - Create UI Only, No Server Interaction Yet, From Completed Adobe XD design

This will be the first phase of a project to create a mobile app (iOS and Android). The app will eventually have a server backend but for this phase we just want to create a working UI in PhoneGap. We have a completed design of all pages in Adobe XD. All UI functionality (roll overs, expanding sections, etc.) on the pages have been designed as well as all interactions between the pages. There will be no changes from the design, it's already gone through a complete design/functionality review process. It is important that the PhoneGap app is almost exactly like the design; padding, margins, etc. have all been designed and approved already. The app itself is 13 pages including a login page. It has one page with some animation (similar to a "Like/Don't Like" or "Swipe Left/Swipe Right" feature) but otherwise is mostly forms. After this project, the second phase will be to build out the backend and implement all of the functionality. For this phase, we just want to show the experience of the app so, for example, the login page will just take the user to the dashboard page, it won't have any server interaction.
