Build me an app to provide a large, existing user-base something new, derived from a new use of their own and others existing data

I need a visually and technically competent App for iOS (and later Android +/- website), which basically uses the API of an existing widely, used app and the metadata this yields, to connect users within our app. The idea is to be synergistic with the existing app and hopefully promoted alongside, rather than predatory or data-mining (At present, the opposite of Tic-Tok therefore!). The use of their strong brand and personalised service to their users provides the receptive user-base for our our app service.
I have a strong sense the aesthetic for the App, and ideas regarding the functionality also, but do not have the technical/programming background' to do this myself. Will likely need deployment 'in the cloud', to get the data analytics working correctly, and to be able to scale in the event that this takes off. So, experience with 'scaling from one-man-band to rapid growth' in the global setting is desirable - good communication skills and the ability to rapidly iterate on feedback essential.
Sorry no devs from 'wild west' locations (eg China, or middle East)), where there is not rule-of-law regarding my IP in this venture, and could simply be 'ripped off'. Favoured locations would be Europe (?via Estonia eCitizen structure/protections), Australasia, Canada. Again, probably NOT the USA given temperament of the legal and IT industries there - POSSIBLY India, but would need to credential oneself for reliability, quality of work, track record/references, and legitimacy as a business-entity.
