Apply a file stamp on a page

We have a multipage TIFF file which is 300dpi. We want identify an area which exists on the top right hand quarter of the page, which is about 600 x 600, where we can apply a filestamp. After identifying the area, we need to overlay the 600 x 600 image on top of that. (I can write that).
Main task is to identify the area where the 600 x 600 can be fitted. If there is no whitespace on the top right hand quarter, we should fine the best area to apply the file stamp.
Attached are two sample images as well as a program that is partially written to do the job.
This need to be completed using JAI or Java AWT technologies. No third party libraries can be used.
