immutable Locale class

1. Create an immutable Locale class. A locale defines a user’s country and language that can be used in building an internationalized web site with pages in different languages depending on the user’s locale. The country and language are specified as ISO codes (strings). The fields must be: country String language String There should be getter methods to get the value for each field. Next, define a method toString() that returns language + “_” + country, such as “en_US” and write a unit test for it.
