Dynamic Personalized Video/GIF engine

Needed online application that will dynamically place text into gif or video and track motion. See attached videos for example. Workflow: 1) User will set up campaigns including choosing the right twilio account, inputting the outgoing message, etc. 2) User will upload video to be customized (this process can be figured out if need be). In this video, the user will be holding a piece of paper or whiteboard (Their message should be dynamically placed on the object they are holding). 3) Borders of dynamic text box and motion paths will need to be mapped. That will either be manual or ideally automatic. 4) Text campaign will be made active. 5) When the account receives a webhook, it will respond by dynamically creating a video/gif and sending out a message including dynamically created gif (through the Twilio system). Requirements: 1) Must be able to receive dynamic data via webhook. 2) Must be able to send text messages via Twilio with preformatted message and gif. 3) Must be able to accommodate multiple campaigns with different webhook addresses, twilio accounts, messages, videos, etc. 4) Text must be in handwriting type font. 5) Text must track movement with object in video. 6) Text must have an appropriate blur when in motion. 7) Must keep Twilio account information secure. 8) Must not allow the system to be spammed (i.e. only accept webhooks from one place or something like that).
