Send BLOB to WCF web service to save it into a binary file

I have worked with WCF a lot over the years and have a very good understanding of creating them, hosting them and troubleshooting them. I can look at you wcf service and be able to determine the cause of the failure fairly quickly, however, the solution to fix it may take a day or two longer depending on the issue. Once the issue has be resolved, I will provide a detailed report on the issue, and how to prevent this in the future.
