VPN network creation, deep packet inspection implementation & database storage

I need a custom vpn setup and hosted somewhere. And I need a deep packet inspection stack setup that stores specific metrics in a database for each specific user across the network (5000 users) that can be queried from a front end interface and compiled into a report. I also need a slick looking front end that manages sign ups and somehow correlates those signups with the networks use, authentication and information provided by each user during signup.
