Create a Magento2.2 Module

We need a refer a friend module for a Magento2 Marketplace but we would like to have something more specific. We want to create a a discount system where 1 out 4 people who buy at full price will get a discount, with the percentage varing depending on the number of friends subscribed, and the type of product: 1 friend = up to 30% discount 2 friends = up to 50% discount 3 friends = up to 80% discount. The first consumer can either decide to preorder a product , find 3 friends and then get the discount and receive the product, or he can buy the product at full price, receive it and then find 3 friends who will pay full price and get the discount afterwards. The discount has to be confirmed manually by an operator 14 days after the products purcased by the friends a full price are recieved. The full price of the discounted purchase has to be equal or lower then the other 3 friends's purchases. There must be a code generator which creates a referral code for the friends to type in when making the purchase. The system works in chains so after the first consumer gets the discount off the other threes, they can too go looking for friends and get a discount for themeselves. If the person doen't find any friends to get discounts he can still buy the product at full price and then if there are others who bought the product at full price, at an equal or higher price point then him, those purchases can be considered his "friends" and he will get the discount. We must be able to set different deadlines for the various systems, so for example you can preorder and look for friends for up to 9 months so if someone who has no friends their discout for that chronological order system has a 10 months deadline before they receive the refund, to avoid any problem with people finding friends last minute.
