I run a web hosting service and have been in IT for 20 years, supporting individuals and small businesses, I've lots of mail deliverability experience and know my way around servers. I don't have much Exchange experience, but the Exchange end of things is simple; it's the rest that's a pain.

I have dealt with this problem many times. Often times, it boils down to a compromised account that ends up being used as a bot/relay to send thousands of messages. I'll need to get a better understanding about your exchange environment, how your mail is routed and any particular filtering services you may use. Then we will need to check and see exactly what is blocked and by whom. It could be blacklisted by spam filtering services, an entire domain(s) or an ISP. Once we have the specifics we can then begin the process of remediation and removal requests.

Is it still pending. It easy to do. Are you using bulk email transfer for marketing or other purpose ? if yes it is quite easy other people blacklist your domain. Need to understand your usage of exchange and can be remove your domain from blacklist.
