Wisconsins DNR "Fishing Regulations" Interactive App

Take existing data from the Wisconsin Department of Natural Resources regarding bodies of water and fish and create an app for both android and iphone operating systems. The splash page for the apps would have four buttons: lake, satellite, fish, and related links. Lake button would link to a page where user can type in the name of a body of water or look it up. This will bring up a list of fish (by image and name). User can click on a fish to get data about that fish, including minimum size for keeping the fish (specific to that body of water) and maximum number of fish allowable per day. Satellite button would access satellite data, identify nearby bodies of water and allow user to chose the actual body of water they're on. Then the fish page would come up as with the lake button. The fish button would bring up all the fish data, listing fish by image and name. clicking on a fish would bring the detailed information for that fish. The related links button would tie in businesses local to the location of the user: a button for restaurants, another for hotels/motels, another for camping, and another for baitshops. Also, another button for Lake-Link (or some similar type of company) which provides detailed lake maps. Also, I'd like to see a tie-in for users to be able to have a discussion board and post photos of their catches - it would be great to be able to click on a button at the bottom of a fish's 'details' page and upload a photo of the user's fish (no location information should be posted with the photo, only the image - that's fishing etiquette.) I need an estimate for total cost and a time estimate. This came up in a meeting yesterday, and they are VERY interested in this app concept - BUT TAKE NOTE: the DNR is writing the budget for the next two years in two weeks - so if you want to bid for this job, we have to move ahead on it AS SOON AS POSSIBLE so they can get it in the budget.
