Android app to read a PDF stored in Web Server, and send it to a Bluetooth printer paired to a ASP.net mobile website

I need someone who can develop a small Android app that reads a PDF file from a Url and print it to a Bluetooth printer paired to the smartphone.
Other programmer has already done:
1. Create the PDF
2. Store it in a Url (IIS server) using ASP.net
What is needed to do is:
1. Create an Android app (compatible from 5.1 +) that is running in “background”. (not sure of the correct name/concept). This app will need to handle and search for a propper Bluetooth active paired printer (Zebras MZ320 or TSC). These printers use ZPL and CPL as their “languages”.
2. From the web mobile site (asp.net already programmed), the user will click a link button and the website will make a “call” like this :
a. basisprint://x-callback-url/printpdf?&file=https://mydomain/[login to view URL]
The key here is the x-callback-url call. As we know (not completely sure) this is a way to awake the android app and ask to read the pdf, and send it to the printer, exactly in the same way that another bigger app does. (See [login to view URL] as a reference)
We already have tested the mobiprint app inside our asp.net web app and it works as desired. However this app have a lot of others features that we don’t need.
What we need is to create our own app just to print PDF files in Bluetooth printers that our users will have paired to their phones. Any idea or better suggestion to obtain the same result could be considered from experienced proggrammers.
