Hello, I have used a video player that can free configure its supported video streaming protocols and video format, and more importantly a set of player that support both android and ios .of course, the upper layer is written in a different language. mybe meet your requirements.

I have 4 developers to work on app logic and 2 for app designing and one for app planning. we may be good option for you to deliver video playing app as we already developed app like pendrive filemanager in Android for treadmills and we have much more experience on entertainment apps.
