create an android file manager application in Xamarins

can somebody make an android file manager application for android phones and tablets with vertical and landscape view of it (if screen rotated).

This app should support android 4.1.1 to android 8.0 and above.

you have to use the latest version of the Xamarin only (work of Android studio is not required).
