Mobile app with push notifications, geolocate, comsumers search a type of business(upgraded stores with paid ads)

I need an iPhone/iPad/android app. I would like it designed and built. iphone and Android app does the following : takes a csv upload of stores fronts and deliveres fields are name, address, city, state, zipcode phone number, email, license type and license numbe. App would geolocates the person and shows them a list of stores closest to them (quick rectangle listing addwith name, address phone, and rating (would come from users being able to rate the store)) when you click on the rectangle would give you more info like address(click address takes you to phones maps), click phone # dials. Had a spot inside the listing where store can add a special. Ability for app when the csv file is upload for app to send email with login and auto generated password so they can login add pictures, hours, phone #, a menu of items for sale, and their special. On the website version where store logs in I'd like them to be able to send out push notifications through the app and be charged per user within certain radius( would like to add filters too so stores can target more specially so age, range, gender, etc). So a credit card processing build in would be needed. I'd also like a tab on the app to have a section for deals closest to the users phone organized by gold, silver, bronze these would also be paid by the stores. Is this something you can do it so how much and how long to do it? Of course I'll go more into detail if it's something you can do.
