Write an Android application

Hello, I'd like to get a mobile application both for android and ios created. I believe this should be a simple application. The basic application will have the personal information from the mobile app filled out when the user selects a link from one of the categories. Within the categories will be websites. First page - Menu (showing button for personal information, and categories). Within these categories will be websites, such as electronics, food, finance, etc. When the user selects these categories, it should expand to the different posts/websites. When the user selects these child pages/posts, it should direct them to the website and fill in the information from the personal information page (below). Second Page - Personal Information (First name, middle name, last name, address 1, address 2, city, state, zip code, date of birth, etc) I'd like the categories to display a small icon with numbers when there are new posts. Maybe an option for the app or app badge to alert the user if there are new posts. The application must be user friendly, simple, and bug free. The biggest thing I would like is easy maintenance. I'd like to add/remove websites into those categories. This is a full design project, so I will need professional, but catchy color themes. I am looking for professionalism but cost efficient. Please propose hours, hourly rate, and previous projects.
