Assist in finetuning Moodle Lessons

I represent an educational institution that is in the process of setting up their courses on Moodle. The LMS has been set up already and is functional, although no courses have been launched, as yet. (Hosting and related services are therefore not required.) Course content consists of videos (+- 8 sessions per course), accompanied by written content and formative assessment-type questions in each session. (No formal summative assessments will apply and no grading is required, although learners will be expected to complete a feedback questionnaire after each session, along with overall course-wide feedback.) The most important aspect, which relates to the motivation for this job offer, is to use core Moodle elements (as far as possible) to display the video content alongside the relevant text and questions, in each session, i.e., the video needs to play in picture-in-picture mode on the same page as the text, and it should remain fixed on the page, even if the learner scrolls through the text or clicks on specific questions, to answer. This applies to both desktop and mobile browsers, as well as the Moodle App. We have identified the "Lesson" activity as the most suitable tool to achieve what we desire. (To ensure ease of management of the LMS into the future, considering that the team managing it will likely be dynamic, we are not in a position to use H5P or SCORM.) Our current challenge is to find the best option for adding the video content so it displays in the manner we desire. (Using "Linked media" within the Lesson activity appears to be the best alternative thus far, but ideally we need a way to upload our videos via Vimeo or Box.com. I have not been able to identify a way of adding "Linked media" from Vimeo and the Box repository option I have tested, consistently produces error messages without success in linking any files.) We would be open to alternative suggestions for structuring topics/modules in a course, as long as the requirement for simultaneous (and uninterrupted) viewing of the video and written content, with the ability to answer questions as the video plays, is met. Any such alternatives would also need to be easy-to-implement by someone who has no coding experience/ability or specialized knowledge, such as compiling H5P/SCORM content. Considering challenges represented by differing time zones and its impact on core working hours, we would prefer to work with a Moodle expert situated in South Africa.
