VB.Net Website

I need an experienced vb.net programmer to build a website using SQL Server Express, asp.net and vb.net. The site will essentially be a maintenance site for an organisation that supports an estimation application. The site must be XHTML Transitional compliant at least. Full specs are attached. The DB design will be done in conjunction with myself. I can supply a starting point. The first part of the project will be to agree on the DB design and then move onto the application development. I am looking for someone who has done similar work and who can also help explain to me the solution. I am a web / database developer (php, asp, mysql), but have no .net experience. Your quote should include documentation. Note that the client on this project may delay it by a few weeks. I need to be ready in any case, but it may mean a lengthening of the elapsed time on the project. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
