Data logging and website hosting

This is Linux based project where multiple devices dump data to Linux (UBUNTU) OS Based PC via serial port (COM port). We need a freelance who can write a Pyton or C program to read and log this data. Then on the same PC a website needs to be hosted ( written in PHP) that displays logged data. Also some network activity needs to be logged and displayed in webpage.
