Software Program Photo Editor

I need a programmer who can create some software for me. It's going to be a sort of photo editor. This will be relatively simple compared to other very advanced photos editors, ie paint or gimp or something very complex, with a million different functions, red eye removal showing etc etc.... I dont want anything like that.... The SINGULAR goal of this program will be for the user of the program to upload a photo that they are already happy with (in .jpg or .png format) and add different kind of cool borders and frames around their photos they download to the program... After that, the user should be able to save (again as .png/.gif) the photo as it shows in the program to their computer... Basically they will end up with a modified photo that they can save to their computer exactly how it was modified inside the software.. It's something similar to what you can do with WORD... but what Ive found with word is that often times it doesn't work right and they have a very limited range of borders and options that can be selected. I want a WIDE selections of borders/frames that the user can choose from, and also they should be able to select some different COLORS with each frame/border. Something like 50-100 different frame/border options, and then different color selections for each of those picture frames... I want the selections to be a mix of fun/cool/modern/and professional. I'm sure you guys know how it works in Word, But I will attach a file below showing one of the basic frames from word and then you can go over to paint and save the photo as is... I will give a few more details here about how I need things to go...If you want more details about how the software itself will FUNCTION just let me know This will be a freeware available to the public, and it will have a paid version as well. Maybe for the paid version we can add a bit more functionality (whatever that might be) and some more photo/border templates with different color changes... something like that Now, the program should be deliverable like the ones you find on Download.com... just open the .exe file and then there is a simple installation wizard the person who downloads the program can go through... Then, once the user finishes with their download, we will need to deliver to them an API Key to register the sofwtware and use it.... this will happen AFTER the user has downloaded the software... They will enter an email address so we can send them their API key... I want the email form that the end user fills out to be compatible with Aweber scripts...so they basically fill out the email, and then we deliver them an API key at either a download page on my website or in their email....either way would be fine, but both might be better... After they get the api security key then they can use the [login to view URL] this is when they will be offered some sort of offer for an upgrade to the software explaining the advantages of the functionality of the 'full' version if they want to buy the full version.. So like I was saying I want to keep this fairly simple. We dont need 1000 features, but what the program does it should be able to do well..A person would download a photo onto some sort of canvas like in photoshop or Gimp, and then they can selct a frame or border to go around their picture. There should be like 50 or more different Frame/border templates that the end user can decide to put around their picture. The features I am NOT flexible on are the two most important to me 1. A LOT of fun cool and stylish frames/ borders a user can add to their pics and download them exactly as it shows on the canvas to use however they wanted (ie in a computer scrapbook or website or whatever) 2. The API key integration, and the ability to add my aweber script code (autoresponder script) to the email form they fill out to get their API key to use the software... Everything else can be changed/ up for debate depending on the difficulty of the coding..
