build product with options on cd and possibly web

We are and industrial hose fabricator. This means we build hoses basically. We would like to create a program where a customer or a distributor can go through and build a hose, select the options and the lengths that they would want and have the program visually show the parts that are being selected possibly using flash or something similar to assemble the part (not necessary) and eventually come up with a price and a part number. We would like to be able to install this program from a CD and have it function correctly without web connectivity. We would also like to be able to run the app or a similar version from the internet that in the future could be incorporated with an online store. We need to be able to print the information for our records and to fax to customers. There are approximately 7 hose types with approximately 40 possible fittings for each end and approximately 10 options not all options and sizes are available for all. All of these are available in approximately 10 different diameters. Attached is an example of one hose type and the available options and part numberings system. Please feel free to make suggestions.
