Freelance Auction Script needed + SMS Text bidding plug in

Freelance Auction Script Customized with SMS plug in - Wizard with PHP, AJAX, Javascript, MySQL and possibly ASP and SQL, HTML, depending on the script? Firstly, I’m looking for a Freelance Auction style web based script/software, (much like elance and/or oDesk, freelancer), but needs to have a SMS Text bidding feature or at least a plug in capability for this feature. Secondly, If we can't find a script with the SMS feature, then I’ll need a wizard who can customize the script or software to be able to plug in a SMS Text messaging option. I really need the freelancers to be able to receive new job postings via text as well as being able to bid on them in real time from their cell phones. (Some form of two way text messaging or SMS bidding script will be needed). Thirdly, some customization to make the job postings industry specific and the website to function for a subscription based clientele. This job is to build the test version with basic functions and features at first. (Traditional job listing functions with some modifications to make it industry specific). Design: I’d like the front end design to look much like elance or mavenlink I have researched some freelance scripts, most ranging from zero dollars to $1300. At this early stage, and to ensure I have the right developer, and we both work well together, I’ll gladly purchase software up to $100/150. (That is unless you already have a source or script source to manage the task)? I don't want to have to share the software once we've made the modifications, so what ever we need to use, I'd like to ideally own and be able to distribute with little or no obligations to a license fee, if that's possible? When we prove its functionality, and if needed, I’ll be happy to purchase a more expensive piece script/software to roll out the attractive version to market later on in stage two. Naturally, it needs to function on andy pc, mac, firefox, safari and explorer without a problem. I also have an extended list of references of other scripts and designs I like. Good luck
