544968 Legal document parser / enhancer

We are seeking a program as follows -- it could be written in PHP or another language of the author's choosing: 1) The script will take as input a legal document in HTML or PDF format. The document will be uploaded on the web. If a PDF file is uploaded, the program would use off-the-shelf code to convert the PDF to something that can be parsed and ultimately presented. A typical legal document looks like this: [login to view URL] 2) Then, the script will parse the legal document for defined terms and index them. You will see that there are certain terms that are defined (like a variable or function in programming) for use later in the document. Terms may be defined in two styles (see examples under a and b below). a) Term first, definition second (very common). Example: "Defined Term" shall mean a term that is defined and used later in the document You will find this style used on the example above b) Definition first, term second (less common) -- known as an inline definition. Typically, parentheses are used and some text may precede. Example: There are certain terms in documents that are defined for use later (the "Defined Terms") An example of inline definition is available on this website: [login to view URL] 3) After the program has indexed the defined terms, scan the document for places where the defined terms are used. For example, when you are reading a sentence in a document the Defined Terms will appear with capital letters. When the program finds that a Defined Term matches something in the index, it should insert HTML / Javascript code that will show the user the definition from the index in a popup window or another frame. The user should be able to read the document and the definition at the same time. 4) As described in step 3, the ultimate output will be a page with enhancements to help the reader quickly reference the terms This project requires moderate programming skills with some thoughtful algorithms. Please let us know if you are qualified -- we do not have a huge budget because we are a non-profit, but we are flexible. Timing is also flexible -- we need the final product in a month or two. We are willing to test several iterations and work with the programmer to get a good result.
