First of all I would like to know that which platform you are currently using. As the latest version of PHP is 7 and lot of functions are deprecated and will cause issues. For mail handling we can configure the SMTP so all mail should go to inbox and need to do some settings in server configuration also. For mobile responsive we need to check the current site after that we can give you proper estimate. For SSL you need to purchase, during the purchase you need to remember that site will run with www or without www. As for SSL it treats different.
