Any one experienced with making search engine? Custom or with Google API

Hi, i need to know is there anyone who can make a custom search panel at our website example: if my website name is [login to view URL] there will a subdomain which we will make like- [login to view URL]

I believe if you are aware of ads and searches which usually are there at google or any other search engine as a google search partner. How it works basically, It's through absence or any other partner program with google?

All i need to do is complete the task with making a search engine and list it with google search partners.

We have google ad agency with us under that same domain and it will work for search partner as well.

But i am not familiar with making search console. its simple to make it with search API of google but still if you can make it, you are welcome.
