I mainly develop using Powershell scripts and I believe that what you need is very similar to what I do on a daily basis. Also I already have experience integrating PowerShell with ITSM's APIs, I have worked with Remedy and Service Now in the past, Based on my experience, integrating TOPdesk shouldn't be so different from these tools.
