First of all I want to know that do you want to get it done statically or dynamically(PHP) . If dynamically , Is there any admin section for dynamic content for different language. If yes that it can be done easily with PHP with preference for logged in user and cookies for non logged in user i.e. if the user logs in for first time, we will store the language preference in DB and for not logged in user, we will store prefrence in secure cookies via PHP as cookies via javascript in not secure. I have skill set that is Required for this project as far as project quality and delivery is concerned.
