Build WooCommerce and Prestashop live shipping rate module

Need an experienced developer to build the live shipping rate module for our application.

1. Our shipping live shipping rate has rest api, i will give you the doc, but it is simple enough: you pass in the ship from, ship to addresses, the package object (dimension, weight etc), and our api returns the rate object, which contains carrier name, service name, price and currency. To authenticate our api, customers need to supply username (which is email address) and assess token.

2. Depends on the shopping cart, the module should have interface in the admin page so that they can config the following: api username (email), api access token, and markup (e.g. if the rate is $10, adding a 10% markup, so the end customer will see $11 as shipping rate, instead of $10 returned by us).

3. with the module installed in woocommerce site or prestashop site, it should act like any existing shipping module, after end user types in the address etc, our module should be able to call our rest api and give end user a list of rate returned by us, so that they could select and finished the checkout.

4. Have both module published to WooCommerce and Prestashop app store.
