Create advanced chat with messages and webcam

Hi everyone, I'm looking for high skilled developer(s) only, I ask to the new freelancers to not place a useless bid for this project which is extremely important and serious for us. A little brief about the project: This project will contain three different "type of users": there are the users, the staff and the artists. The users will be able to send messages and their camera stream. The staff will be able to check these messages, and block any disturbing users if needed (by entering their name into the backoffice, ask me the PSDs to get a clearer idea of it). Also the staff will see all the camera stream of the users (20 per 20, he will be able to click on "next" button to load next camera streams to avoid over consumption of data). The staff will also be able to choose the camera streams to send to the page of the artist (and this is the only way for an artist to see camera streams). The artists will see the camera streams sended by the staff and the messages sliding from the right to the left. Also they will see the reaction logos parading like the emojis with Facebook Live. The messages will not be ALL printed. It will depend on **when** they were sent. The artists need time to read the messages, so they will slowly slide from the right to the left. To allow a message to appear, we need to check if: - The message was sent before or after X seconds, if it's after then the message is deleted and never printed. (the X will be a value greater than 0). - The user that have send this message isn't blocked by the staff in order to appear. SO the aim of this work consists in creating an advanced message and video chat. We will develop the remaining website by our own. The specificities of this project are: => In the user-end: - The user will be able to activate or disable his camera. - The user will be able to post messages or "reactions" (which will by defined by three different clickable logos). => In the staff-end: - The staff will be able to block users by entering their name. - The staff will be able to click on a camera stream, and send it to the artists page. => The artists end: - They will be able to see the camera streams of the users that the staff have sended. - They will see the messages and reactions parading from right to left. As explained above, the messages will be printed only when they were sent less than X seconds [login to view URL] X value has to be easy to find in the code (you can simply define a global variable in the top of it, that will be okay) to allow us to change it easily. - The reactions will have to parade in the same way that the ones on Facebook live. As a quote I would need separated prices: - For a version with the Messaging features (and all related to get this works properly) only - For a version with the complete work. Also, I would prefer if you could work with node.js for the chat because we are looking for the best performance possible. You can advice us an API for video chat or messaging, we'll discuss about it our main matter being the performance and the quality.
