Given the general overview that you shared, I would like to propose a Python based setup that has a MySQL or PostgreSQL backend database and is hosted on AWS cloud. Such a setup will ensure that the system is API driven and may easily scale in future as the load grows and also extends well to mobile apps when you want to implement Phase 2. To be able to provide a more accurate time, effort and cost estimate, I will need to review the requirements in detail. Is it possible for you to share your existing database or perhaps a copy of it with dummy data? I would go through it and would be able to suggest how best it should be migrated to web.
