Modify PHP code on Blog Project

We have a website that is 99% done at [login to view URL] but needs some php modifications - Our previous Freelancer did a great job but says circumstances have changed so he is unable to make a few more modifications we need - He did say he would would collaborate with any new programmer. Briefly, [login to view URL] is a website where people come together in an area to hire a doctor on salary. This is being done since the current medical system only rewards doctors when people are sick or need treatment. Therefore, long term health for patients is not profitable for the business model. This needs to change so we made a program that brings people together to communicate with each other and to recruit a doctor to work on salary for a higher amount than he/she would receive typically. Users wishing to start a new "campaign" to go the site and select their - country - city etc and pick a name for their GROUP. This automatically sets up a special blog page where the owner of the group writes blogs on various topics and users add comments. After 6 months of hard work - everything is working great, however, I want to make the BLOG page comment section look nicer so the users comments (when added) have drop shadows and also allow the user to EDIT their comment if needed. There are a few other very small text changes that need to be done as well.
